DUBUQUE, Iowa (AP) — A 19-year-old man has been accused of killing a woman in downtown Dubuque.

Authorities say officers were sent to the location just before 6 a.m. Tuesday to check on a disturbance call. The woman was found outdoors with facial injuries. She died later at a hospital.

Police Capt. Scott Engleman says surveillance recordings helped lead investigators to Helmon Betwell, of Dubuque. He's been charged with murder and other crimes. Online court records don't list the name of an attorney who could be contacted to comment on Betwell's behalf.

The woman's name hasn't been released, pending notification of family members.
