On February 3, 1996, the town of Elkader, in Clayton County, tied a state record with a frigid temperature of -47*.

**The town of Washta (Cherokee County) also claims that it was also -47* in 1912. 

A day later, the city of Tower, MN, set a record of -60*.

According to the National Weather Service, the average four-day temperature from 2/1-2/4 in Wisconsin during the cold spell was -18.3*, with an even colder -23.6*  average in Minnesota.

In Waterloo, the temperature dropped below zero on January 30 and it did not rise above zero until February 4. The high temperature in Waterloo on 2/3 was -13*.

Luckily, there wasn't much of a breeze that morning as it ONLY reached -44* with the wind chill in the early morning hours of 2/3 in Waterloo. Ouch.
