WATERLOO, Iowa (AP) — A Waterloo business group is opposing a proposed ordinance that would prevent employers from asking people about criminal backgrounds until an employment offer has been made.

Steve Dust, CEO of the Greater Cedar Valley Alliance and Chamber, told the City Council Monday that the "Ban the Box" ordinance could increase liability for local businesses and open the door for additional complaints about hiring practices.

The city's Commission on Human Rights is asking the council to adopt the ordinance, which has been approved in 19 states and more than 100 cities nationwide.

"Ban the Box" supporters say the ordinance helps a growing population with criminal backgrounds gain employment and prevent re-offenses.

The City Council is expected to consider the ordinance at its Nov. 2 meeting.
