Winneshiek County authorities have arrested an out-of-state man on kidnapping charges, after officers responded to complaints at a local campground.

The incident happened at Pulpit Rock Campground near Decorah. At about 11am Tuesday (July 9), deputies were called to the campground on complaints from campers about a vehicle and how it was parked.

The investigating officers ran the license plates on the vehicle, and discovered the owner, 38 year old Henry Nagorny, was wanted on warrants from Knox County, Tennessee.

Nagorny had been charged with Failure to Appear on charges of Agravated Kidnapping, Aggravated Assault, and Domestic Assault. According to the sheriff, Nagorny has no permanent address.

Authorities in Tennessee noted that Nagorny had been wanted since 2014, but have not released the reason for the warrants.

He is being held in the Winneshiek County jail.
