No one really wins when the government is shutdown. But, according the the USA Today, the White House announced yesterday that Americans will get their tax refunds even though the IRS is closed during the government shutdown.

Despite the promise, only 12.5% of IRS employees are working due to the government shutdown, but the IRS plans to recall what they call a significant portion of their employees who have been absent during the shutdown.
